what I need to know is the mindstorm a good entry level kit that can be used for a sceince fair project as well as something he can play with?

Mindstorms are a great way to start. I would guess you are looking at the NXT system. It comes with some tutorials to help you build and program your robot. There are also some free sites to help you get started such as this one at ( http://www.ortop.org/NXT_Tutorial/index.html ). There are also a few competitions that use Mindstorms such as the First Lego league, http://www.usfirst.org/what/fll/default.aspx?id=390 ) which is a international competition and there are many resources on the FLL site to help you.

The FLL competiton starts out at 9-years old so the system shouldn't be a problem for a 10-year old. There are also many older (adult) kids that enjoy Mindstorms. Let me know if you have any other questions I'll be glad to help.
